Nella letteratura, ormai ricca, sulla storia delle polizie e del controllo del territorio non è certo mancata l’attenzione all’organizzazione spaziale: faccio riferimento ai numerosi studi usciti negli ultimi anni sui riparti amministrativi e sulle logiche che hanno accompagnato questo processo di definizione e organizzazione degli spazi in funzione delle esigenze del controllo, con particolare attenzione alla stagione delle riforme settecentesche. Tuttavia se questi studi hanno in genere messo in luce la funzione razionalizzatrice connessa al progetto e alla realizzazione di questi riparti, non hanno portato altrettanta attenzione alla dislocazione sul territorio degli uomini concretamente incaricati dei compiti di controllo. Circostanza tanto più vera quanto più si diversifica e si ampia la prospettiva cronologica di osservazione.
Il prossimo incontro di studi organizzato dal Cepoc (vedi in www.cepoc.it l’elenco completo dei precedenti seminari), previsto a Gargnano, sul lago di Garda, il 21 e 22 ottobre 2016, intende pertanto affrontare questo tema. In particolare si vuole portare l’attenzione su quale sia stata, e in obbedienza a quali logiche, la presenza sul territorio di corpi e uomini di polizia, per ricostruirne l’ubicazione, il modificarsi nel tempo e le ragioni che presiedono e hanno presieduto alle diverse scelte. Infatti è questo un ambito nel quale le conoscenze appaiono ancora piuttosto incerte, se è vero che anche per tempi a noi vicini – per quanto concerne l’Italia – ancora manca la mappa storica completa delle stazioni dei carabinieri e della pubblica sicurezza. L’inadeguatezza delle conoscenze appare ancor più marcata per età risalenti, vuoi per l’età moderna vuoi per l’età medievale, quando logiche e forme del controllo del territorio potevano essere (ma non sempre) molto differenti dall’età contemporanea.
Gli aspetti specifici che il seminario vuole discutere sono: dislocazione di reparti e uomini incaricati del controllo e loro consistenza numerica; rapporto tra presenza sul territorio e oggetto del controllo; relazione tra tecniche del controllo e fabbisogno di uomini; concorrenza tra controllori e controllandi e riflessi tra il rapporto tra queste forze e le forme di intervento. Ma anche: modalità di pagamento delle prestazioni di controllo (chi paga chi, in quale entità e con quale regolarità) e riflessi sulla consistenza, sull’estrazione sociale, sulla professionalità degli incaricati del controllo.
Oggetto della riflessione saranno le forze di polizia intese nell’accezione più ampia del termine, dunque corpi di polizia strutturata, pubblici e privati, militari e non, ma anche le cosiddette polizie informali e, dove riconoscibili, le forme consuetudinarie di coinvolgimento della popolazione in compiti di vigilanza. L’arco cronologico in esame sarà, come usuale nei seminari Cepoc, dall’età medievale alla contemporaneità.

Il presente incontro di studi si terrà nell’incantevole sede di Palazzo Feltrinelli a Gargnano. Si prevede l’arrivo dei convegnisti nella serata di giovedì 20 ottobre e la chiusura dei lavori col pranzo di sabato 22. Per chi arrivasse con i mezzi di trasporto a Milano o nei suoi aeroporti (Linate, Malpensa, Orio al Serio), nei limiti del possibile si offrirà un passaggio in auto per raggiungere la sede del convegno. L’organizzazione si farà carico delle spese di vitto e di alloggio, mentre potrà farsi carico delle spese di viaggio solo in casi particolari.
Il seminario prevede una prima giornata (venerdì 21) interamente dedicata alla presentazione di relazioni, mentre la mattinata del sabato sarà dedicata alla libera discussione tra tutti i partecipanti. Si potrà prendere parte al seminario sia in veste di relatore e discussant, sia di solo discussant. Di massima la partecipazione sarà a inviti, ma si prevede anche una quota di autocandidature. POLICE EFFECTIVENESS: the stationing on territory and the wage policy
In the policing and police history literature, rich by now, surely there has not been a lack of attention towards spatial organization. I am referring to numerous studies published in the recent past. The administrative divisions and the control logics that accompanied this process of definition and organization of spaces, with a specific focus on the period of eighteenth-century reforms, have been widely analysed. However, while these studies have generally highlighted the rationalising function related to the project and the realization of these administrative units, they have not drawn the same attention to the stationing on territory of people concretely responsible for control duties. This is even truer if the chronological perspective of observation is diversified and extended.
Therefore, the next workshop organized by Cepoc (see www.cepoc.it for the complete list of precedent seminars), planned in Gargnano, on Garda Lake, the 21st and 22nd October 2016, is going to be about this subject. In particular, we want to draw the attention to what was, and in obedience to which rationales, the presence on territory of policing forces and policing men, with the aim of reconstructing their location, the changes over time and the reasons that preside and presided over the various choices. In fact, about this subject, knowledge is still rather uncertain. Also for times close to us –for what concerns Italy- there is not yet a complete historical map of carabinieri and pubblica sicurezza stations. The inadequacy of knowledge appears even more marked for earlier epochs, Modern Period or the Middle Ages, when logics and types of policing could be really different (but not always) from Contemporary Era.
The specific aspects that are going to be debated during the seminar are as follows: stationing of units and people responsible of policing and their numerical strength; relationship between presence on territory and object of control; importance of boundaries and communication routes in the aggregation and polarization of policing forces; relationship between control techniques and staffing needs; competition between those in control and those being controlled and the following consequences on this relationship and on the forms of police operation. In addition: payment method of control services (who pays whom, to what extent and how often) and consequences on consistency, on social background, on professionalism of those responsibles for control.
Police forces in a broad sense will be the object of the discussion. Consequently, structured police bodies, private and public, military and not, the so-called informal polices and, where recognisable, the consuetudinary forms of population involvement in surveillance tasks are going to be analysed. The time period under examination will be, as usual in Cepoc seminars, from Middle Ages to Contemporary History.
The current workshop is going to be held in the charming “Palazzo Feltrinelli” at Gargnano. The conferees are expected to arrive during the evening of Thursday 20th October and the conclusion of the work will be with the lunch of Saturday 22nd October. For those arriving with the means of transport at Milan or at its Airports (Linate, Malpensa, Orio al Serio), as far as possible, we will offer a passage by car in order to reach the location of the conference. The organisation pays room and board. Transportation costs won’t be covered except for particular cases.
The first day of the seminar (Friday 21st) will be entirely devoted to discussing the presented papers, while the morning of Saturday will be dedicated to a free debate involving all participants. There will be the possibility to attend the seminar either as a speaker and discussant, or as a discussant only. In principle, the participation will be through invitations, but also a quota of spontaneous candidatures is planned. In this respect, proposals of participation accompanied by the title of the speech and the related abstract (they have to be sent to livio.antonielli@unimi.it by 31st august 2016 at the latest) will be taken into account.
